It’s a cutter for ‘Metal Lumber’. Metal Lumber is ‘L’ shaped in cross section and comes in lengths up to 20 feet with an assortment of holes and slots along it’s length. Sliding the Metal Lumber into the “L” shaped shear point on closing the handles cuts it to length.

I asked around a bit and one of the maintenance guys told me it’s a chain cutter.

 

No idea if he’s right, but it seems plausible to me.
